Hi guys,
I was just reviewing the eligibility criteria for CEC, and found out it is no more necessary to study for at least two years in Canada to become eligible to apply, but you just have to have at least 12 months of full-time (or an equal amount in part-time) skilled work experience in Canada. Which can be obtained by getting the post grad work permit for the length of your studies.
Is this right?

From the Guide

Note: Any periods of self-employment, unauthorized work, or periods of employment during which you were engaged in full-time study (e.g. work experience gained on a co-op, off-campus or on-campus work permit) will not be included when calculating the period of qualifying work experience. You must have had temporary resident status during the period of work experience acquired in Canada.

If you are a student and graduated from a Canadian post-secondary institution, you can gain the work experience required for CEC through the Post-Graduate Work Permit.

Correct, the rules changed on January 2, 2013.
 
Even though the work requirement has changed from 2 to 1 year (full time), has anything else changed? Can I still apply for this visa and leave Canada for short durations of time while it is processing? I am currently on an IEC visa which expires Nov 2014 - by applying for the CEC does this null my current visa which allows me to leave and re-enter Canada many times?

you can leave, short durations or long or permanent - applying for permanent residence does not make you a prisoner of Canada. :)

I have worked in Canada as a Skilled Temporary Foreign Worker during 2012 (5 months) and 2013 (3 months).
I may work for a Canadian Employer on the Skilled ICT WP in 2014(rest of the year)

If I complete 365 days of work exp in Canada on a Skilled WP, do I qualify to apply under the CEC?

I haven't seen anywhere an instruction stating the work experience must be continious.

Could someone please help ?

Applicants must have 12 months of full-time, Canadian skilled work experience (or the equivalent in part-time work experience) in one or more NOC 0, A or B occupations within the 36 months preceding the date on which their application is received [R87.1(2)(a)]. Work experience need not be continuous under the CEC.
