Last question: If IRCC still has concerns after my package is sent, will I have another chance (such as a formal PFL)? I would not mind moving temporarily to Hawkesbury while waiting to receive my PR, but I would like to keep that as a last resort.

Yes this appears to be a PFL although there is no standard letter. Moving to Hawksberry and not Toronto would reinforce concerns you are not transferring to the Toronto offices. You should have transferred to your Toronto office after filing for CEC and started working there if you wanted to avoid concerns about your intentions to leave Quebec. Consult a lawyer.
