I having been studying as a Master student in Canada from Sep. 2008 to Nov. 2010. I got a job in the same
month after graduation. Then I applied for CEC in Dec. 2011.
In this Feb. I got an email saying my application has been transformed to Ottawa, but I received another email
this Monday which is to refuse my application to CEC. Below is his reason:

"I am not satisfied that you meet the Canadian educational credentials requirement of the Post-Graduation stream because the master degree in applied science of the electrical and computer engineering department of XX University can be completed in one year. Consequently, you have not obtained a diploma, degree or trade apprenticeship credential issued on the completion of a program of full-time study or training of at least two years' duration in Canada."

The M.A.Sc program I attended is a thesis-based two-year program, it requires at least four graduate courses and an academic thesis which includes your research result. It usually take two years to be finished. I have never heard anyone completing in one year. Another type of master program is master in engineering, it is a course-based one-year program.

I really want to appeal for my case since I felt it is kind of unreasonable for them to refuse me, can anyone here give some suggestions about this? I really appreciate!!!

TLDR: My cec application gets refused because the officer thought my Master degree only takes one year to be completed. But my master program is a thesis-based two-year program, and I graduate with two year studying. Trying to appeal, anyone can give me some advice? Thank you.

how long was ur post graduate work permit issued and ur course of study?? u need 4 consecutive semesters from ur program and a minimum of 3yrs post grad. workpermit to qualify on a 2 yrs course. If urs was issued otherwise/ u studied less than 4 semesters, i believed these might contributed to ur refusal. u need strong proofs to fight for ur appeal: get letter from ur school stating ur program validity and attach a copy of ur post grad. work permit. Just saying. They are now looking for a very silly reasons/excuses to deny people's application. Wishing u all the best!!!

I have been studying in the program for consecutive 6 terms, and my post-graduate work permit is a three-year work permit.
I already asked my supervisor and my department to write a letter to prove this is a two year program. But what to do next after I got them? I will send an email to them with all the prove I have, but what if they just ignore? I am not sure if they really would reply "OttPilot-Immigration <OttPilot-Immigration @ cic.gc.ca>". And there is a 15 days deadline for appealing, anyone has any suggestion ? Thank you all.

Hey akalai sorry for ur refusal. Gather all the proofs and shoot back. Hey 1 quick question . Does your univ website says that your course is 1 year . Coz the the officer just comPare ur transcripts with college course curriculum and decide. Also didn't you get a official certificate stating that " so and so person successfully completed the course " like that?

Thanks for the reply spartan18. In my transcripts it clearly said I completed two year full study in this program, with four-courses and one thesis. But when I checked our website it is said in this way: A full-time candidate is required to spend at least one calendar year in full-time study and research. 

I guess probably here the officer had the mis-understanding, but the truth is \the M.A.Sc program takes average two-year to finish. I have classmates with the same conditions got their PR approved in CEC.
 
What did your admission letter say? Was it a 1 year or 2 year Masters program? Do you know if immigration called the school to verify?

Hey Thanks for your reply.
My offer letter didn't mention the exact time, it just said you will be granted with $XX per year as your scholarship. I don't know if they called the school or not. But I already requested letters from my department to prove that this is a two-year program.
 
Did you get reject by visa officer 46 or 56?
Btw, I hope when you intially submit your CEC application, you obtained a letter from your school explaining that your specific study is a two year program.

I got refused by 56.
Yeah you are right, I was just too confident back then because I thought it won't be a problem for the officer to know that this is a two-year program.
 
Hey akalai... Was just wondering . As from VO perspective , you just did 4 courses in all 2 years??. Coz regularly a full time student does 3,4 courses per semester and maintain minimum of 15 hours of study/week. Well that's the exact definition of full time student as per cic. I did 7 courses per semester. That's like 28 courses in 2 calendar years with summer breaks.

Thanks for the replying, I think what you said makes some sense from VO perspective.
Well, are you an undergraduate student or a graduate student? For the master of applied science program I think more important thing is to help your supervisor on the academic research, that is why
the requirement is only 4 courses. It is just we put more time on the research and the final thesis. I have friends in other university doing Master or Ph.d, but I have never heard any of them has to do that many course per semester.
If this VO has dealt with the graduate student's case, he should be able to know that.
 
Yeah akalai... I got post secondary advanced diploma from centennial college, Toronto. Mine is a fast track technologist program which is 2 years/4 sems wid breaks.

So are you appealing again? Are you taking help from a immigration lawyer? Are you confident that you can clear the smoke ?

Thanks for the info. spartan18. Well I am trying to email them to ask for the re-open of the case, the smoke is pretty heavy I am not sure if I can clear or not...
Lawyer would be my last option since they are really expensive...

Highly unlikely that they will re-open the case like this. But I have heard using your MP's help they can track down the case and get it re-opened and also can send additional documents as a proof. I have heard from many people after the decision is made, even if you send them legit proof you won't hear anything back or the max would be a generic reply.

Gather all the documents as a proff tyo back up your case and show up at your local MP's office and ask him for assistance and then you might get somewhere with this.

Appeal is a huge waste of time. First, I would say contact your MP and they can at least let you know on what grounds he refused your application. Most probably he just looked up on the uni's website. Than you can provide proof of your 2 year study program. I also hope you were full time student and not part time for two years.

And if all else fails(hopefully not), then just keep working for two years and apply in that stream and that should definitely get you the PR.
