CEC Application withdrawal

Can we withdraw the application before AOR ? Will they refund the payment money?

Ask your credit card issuer or the bank (in the case of draft) to not honour the payment and decline.. CIC will send back the file.. i guess thats the best method..
or call CIC and ask them to send back the application.. may be put some note regarding this on your profile.
