CEC application while liiving in Quebec

Hello friends,

I need a help on CEC application.

The CIC link mentions that applicant should plan to live outside of Quebec.

I am living in Toronto from 2010. I have 7 months of work experiences.

My wife is going to start study from September 2013 for two years in Quebec. That's why I am planning to move there.

Could you please tell me whether I shall be eligible for CEC application if I live in Quebec while meeting other requirements (experience, language, etc) or not?

If I can't, could you please suggest other options for me?

If you intend to settle in Quebec (which is sounds like you are), then you would want to be applying under the PEQ class (Programme de l’expérience québécoise). It's the equivalent of the CEC class, however that program only recognizes your experience gained in Quebec (if you didn't graduate in Quebec). You will also need to pass French language testing.

The CEC class is intended if you are settling outside of Quebec, and this may raise flags if you're currently in Quebec while applying.

If you apply while living and working in Quebec your application will most likely get refused,
They are going to ask for documents supporting your intention to live out of Quebec, if you are not really intending to live out of Quebec, the Quebec Experience Program will be much better for you, but you will need to submit test results proving your French language skills at upper intermediate level.
