Hi guys i am under working visa and i was going to apply for pr under cec but when as it seems i cant apply under cec category cause my occupation is cook and cic doesnt accept applications from cooks and some other occupations as well. So how can i apply for pr ?! Im really confused

Go to apply for FSW program

Just my guess, may be you can represent yourself in other occupation. What is written in your work permit?

did u find out that the Cooks quota has filled out or not??

Cooks is no longer part of CEC
I don't think they are eligible for fsw either
You can look into provincial maybe, otherwise I think you'll have a hard time getting pr as a cook

I have my work permit for 1,5 years now. If i change my cec work permit that i have to an open work permit will i be able to apply for my pr card? Or do i have to wait for one more year?

its not the kind of work permit that is an issue but the type of job you do.
unfortunately cooks are not eligible for CEC anymore so if you can manage to get a work permit for a different occupation or an open work permit and work one year full time for any skilled occupation excluding the ones no longer eligible for cec then you can apply for permanent residence under the canadian experience class.

PR options under cook....
1. Apply under FSW - Arranged Employment
2. Apply under PNP (Provincial Nominee Program) it depends on the province where you are in. In AB, you will need AIT certification or something like Red Seal if I am not mistaken. But in other province, I am not sure.... probably other members can help you with this.

look for cook job in saskatchewan , pnp is easier over there than in alberta, many cooks and semi skilled workers are moving over there , its best you act fast and decide your next move , immigration rules keep changing according to canadian governments interest ,

I guess my 1 and a half year being a cook and waiting to apply for PR goes to waste... :( what if i try the Bowp with explanation letter telling them that i already spend 1,5 years under work permit and i cant do my pr papers cause of that decision from cic ? They might consider give me the bowp even without
AOR ...

No - they definitely won't give you a BOWP. You don't meet any of the requirements to be approved for a BOWP.
