I am at the final stage of my PR application and seeking your advise on few things.

PCC
I've been in USA for 3 years, sent application to FBI for my PCC, did same for Indian PCC, already have the PCC from Canada.
Can I explain them to submit missing PCC's later?

Employment reference letter
Already have a letter from current employer which states I am full time with them. The checklist says 'Past 3 years', what does that mean? I am in Canada for only 2 years, 1 year study, 1 year work.

I have also worked for one other company(first 2 months), but don't have the reference letter from them. What do I do? submit the paystubs and explanation letter?

Please advise.

Yes, you may submit PCCs after you've received the AOR.

You need reference letter for the past three years from ALL employers in Canada.

Contact the company and ask for a reference letter, with all information mentioned in the document checklist.

No, no other options that are guaranteed to work. You can try to apply without the letter,
attaching an explanation letter why you're not submitting the reference letter for that particular employer,
but it's up to the VO to accept it or reject your application based on the missing letter.

This means my application can get rejected because of a single missing letter, though I have worked and got paid!!

The letters are a requirement, as per document checklist. So if you fail to provide all the required
documents, chances are the application will be rejected.
As I said, it's up to the VO to accept an explanation letter and maybe other supporting documents like
paystubs from that job.
 
Let me try my best to contact the employer, otherwise I will leave it to the VO.

If you cannot get the letter, your best hope is to write a letter of explanation that
- documents your efforts to get one, and provide the name and contact information of your former employer.
- provides all the same details as required for a letter of employment
- get a copy of the Record of Employment from Service Canada,
- and anything else you can find, in writing, that shows jthe ob duties. (e.g. contract, job offer letter).

You can try, but you would be better off to work 2 extra months to ensure that you will qualify without this.

Do you mean if I have 12 months of experience in second company than it is fine without the reference letter of previous employer?

I am about to complete one year in current company.

Exactly. Ideally they want reference letters from all employers but as long as you at least have a reference letter for the qualitying experience you are claiming (1yr FT or equivalent PT skilled experience) you will be fine.

I have the reference letter from current employer with no end date as I was hired full time. I am with this company since 15th October 2012. Means next week I will be completing my one year. Does this sound good enough to apply?

Also, I am going to attach employment confirmation letter stating my role, responsibility, company name/address, pay and work hours and paystubs from previous company with additional explanation letter to CIC for not having reference letter. What is your suggestion?

This letter will have to be dated AFTER you complete your one year - so hopefully it will not be a problem to ask your current employer for a new letter after next week - still suggest waiting a couple of extra weeks for a cushion -

Yes, that should be OK as long as your current job meets the 1 year full-time requirement -
