Can anyone tell me whether a foreign diplomat can apply under CEC, basing his or her eligibility upon the work experience gained in Canada as a diplomat? Is there an exemption for this type of work?

If you worked as a diplomat, you were working for a foreign government, not a Canadian employer. You would have to use it as foreign experience, I believe. If I can find it in writing, I will post it -
