- In ROE, I worked 345 days due to the late start in the first month. I had worked Mar 10th, 2014 to Feb 28th 2015.

1 full year -> Mar 10th 2014 to March 10,2014 atleast.

I've seen 1 year of experience defined as 52 weeks of work in a couple of places, but even with that you're a couple days short.

FYI work experience while on implied status also counts!

I got an ITA for CEC but I found out the shortage. I was laid off then so couldn't work at all.

It seems that I am not qualified due to the shortage.

I am in a similar situation. I talked to one reputed iccrc consultant in edmonton and though it is hard to believe but he said now a days they are looking how many hours have you worked which is wrong as we know but if you have no other option then try your luck and apply. You have nothing to lose here

They are only looking on how many hours you worked per week. If it's 30 or more (regardless how many) it's considered a full day of work towards the limit. If you worked less than 30 hours it's counts as a fraction of a day - 20 hours / week -> week is worth 7 * 20/30 = 4.67 days.
