I'm Colombian and currently exploring temporary work permit options to Canada under the Canada-Colombia Free Trade Agreement (CCoFTA), specifically the Professionals category.

I have a job offer as a Project Coordinator (NOC 70010, according to NOC 2021), and I'm trying to confirm if this occupation is actually eligible under the treaty.

From what I've read in the official lists of eligible professions for professionals under CCoFTA, most NOC Skill Level 0 or A occupations are included, but there are some exclusions. One of the excluded professions listed is "Managers in construction" (or similar wording like "Construction managers").

My question is:
  • Does "Managers in construction" specifically refer to NOC 70010 (which is titled "Construction managers" in NOC 2021)?
  • Or does it refer to NOC 00015 (Senior managers - construction, transportation, etc.) or other senior management roles?
  • Or is it a general exclusion for any occupation whose name or duties are similar to "managers in construction," even if the exact title is Project Coordinator?
I understand that the lists sometimes use profession names rather than NOC codes (especially in older versions or annexes), so it's a bit confusing when trying to match with the current NOC 2021 system.

Has anyone here gone through a similar situation with CCoFTA, or applied successfully/unsuccessfully with a construction-related coordinator or manager role? Any insights, links to updated lists, or experiences with IRCC interpretations would be greatly appreciated!
