I've been here for 3 years without status. I got married in November to my PR husband. I am now living with him and about to submit my sponsorship application early January 2016. I was informed by a family member last week that CBSA is aware of me being here without status and asked her to tell me to bring myself into them. I haven't received and letter or phone calls because they dont have my number or address. What should I do?

1) Go into them and hope for the best?
2) Continue with my application, summit it then go into them a few months from now? OR
3) Leave Canada and summit an outland application? If I choose this option, how long will it take?

Thanks for any help I can get
 
Regardless of whether you remain in Canada or not - submit an outland application. That way if CIC catches up with you and you are removed, an outland application will continue to be processed.

How long the application will take depends on where you are from. Your overstay may also prolong processing.

I would go and speak with CBSA if they are looking for you.

I am from the Caribbean so i am not sure how long it will take.

When / if i summit an inland application, will CIC inform CBSA of my application, address and number? Or the two are different departments that don't necessarily "shake hands"?

They are two different departments. However inland processing times are around 27 months (expect it to take longer for you since you have been here so long without status and CIC will most likely examine your application more closely). And submitting an inland application doesn't prevent you from being removed from Canada. So it's possible you could wait 2-3 years only to have CBSA catch up with you and remove you from Canada - effectively canceling your inland application. In which case you would have to start the process 100% from scratch via the outland process.

Outland is frankly the only option that makes sense for you right now.
 
100% Agree with scylla - submit an outland application - this is the best way for your and like scylla wrote "right now" !
Just would like to add :
If CBSA looking for your , than mean you have one of this :

1. You have had refugee rejected case - you have deportation order .
2. Your study/visitor/work visa has been expired and for some reason your person become to "light" - you have deportation order.
3. You was found in immigration fraud - you have deportation order.
4. You have was found in criminal/security (RCMP case, CSIS case) charge .

If you have nr. 1 or 2 - you have small chance and you can get more chance to come back, but you have to contact to CBSA and be ready to leave Canada immediately (good point to have lawyer before go to CBSA).
