Can i carry cigarettes and lighter on an international flight?
 
yes u can in your main luggage .
but i also carried accidentally a pack of ciggerete and a lighter once from my flight to uk . and apparently after being checked i was granted to carry it. this was in 2010 but i dont know how the procedure is now .

In your checked baggage, not more than 200 cigarettes, not allowed to gift/sale/disposed of in Canada.
 
Yes, you can carry but don't carry on body (i.e pockets) instead put it in your back pack or something. I carried from Singapore to Canada without any issue. Although i am not sure if you carry lighter through India customs. However, there will be someone to help you light the cigarette.
 
Just carry it in your hand luggage. Try taking matchbox instead of lighter. I am planning to carry 200 sticks on main luggage and buy 200 from duty free.
