Car dealer mis-representation/scam

Hi everyone,

I'm trying to help a friend here, so advice from people who have experience/ knowledge or have been in a similiar situation would be greatly appreciated:

- a friend signed a purchase agreement for a used car from a local ontario dealer and paid a $1000 deposit
- the dealer did not disclose fully the car proof report and only showed part of it which showed 2 very minor accidents such as a 5" inch dent on a fender and 2" dent on a door.
- Upon signing the agreement later the purchaser realized that there was text unclearly written indicating that the value of a previous claim of xxxxx has been disclosed to the buyer - it is quite difficult to read that amount.
- the purchaser decided to check the car proof report again on his own and found out that the car had a previous damage of arount $15k

The purchaser did not yet get receive the car from the dealer, they agreed on a delivery date which is 2 days later. Can the purchaser walk away from this deal and get the deposit he paid back (even though the agreement says sales final)? Or can the purchaser report it to the police in case the car dealer did not give back his money? The dealer clearly cheated but seems to have played it smart, any advice on what he should do would be greatly appreciated.
