Just a very basic question. Should i be filling up the form in CAPITAL Letter or small letters are fine. Because i run into space issues while i use CAPITAL is some forms

I don't think it really matters. If you are doing it in lower case, just make sure you have caps where their should be caps!

Second that, as long as your writing is legible if handwritten...

I would say use proper capitalization, as in a capital letter followed small letters. In the end, it doesn't matter what form you choose so long as it is legible to the person reading through your forms.

p.s. this also avoids any sort of guess work (i.e. what if your name really was Darcy D'Franco)
 
I'd avoid using all capitals in any writing where it isn't specifically called for.
