CAPIS Notes Decoding

Dear All,

I applied for immigration on 07-01-2009. This is the 3rd time I received my CAIPS notes. I have 2 question:

1. What is the meaning of " PAPER FILE SENT TO KF FILE BF'D TO: A01 ON 06.06.2012" ?

2. In previous CAIPS my points were Zero/100 but in this CAIPS they are 73 /100, Is it mean that they have done all types of documents screening so they have given points almost after 3 years?
