Sorry, just registered into this forum... This answer might be useful for someone having the same problem:

The issue is that the adobe reader is updated as a program running in the computer, and when you click the link it opens the BROWSER version; therefore, you need to right click on the link, and then hit 'save link as' and then you will be able to open the PDF locally in your computer.

Also you don't want to fill the forms in the browser, because it might not be saved locally with what you have filled in.
