Cant get Manitoba license

My mother who was born in canada and is a canadian citizen has recently moved back to canada fro the US after spending her whole life in the United States she went in to apply for a canadian license and they told her that she needed a garauntor but it was okay if they didnt know them for 2 years so she got one of her neighbors who is a teach to sign it. She surrendered her US license and turned in all the documents they asked for and they gave her a temporary license but now we have found out that they arnt accepting he garauntor and she needs a new one who is living in Canada has known her for 2 years and has one of the required professions. We do not know anybody that fits those requirements and now she has no photo ID so she cant get her passport and if she doesnt find someone to act as her garauntor she'll lose her temporary license and be unable to drive what can we do

Never heard of that. As an American she should have been able to exchange licenses, done.
