I am at my wits end so hope someone can please help me. I could not find a notary in Australia who could electronically notarize my forms so I printed them out and got the hard copies notarized. As a result, I cannot validate my form. Is it ok to upload a scanned copy of IM5646 to the IRCC portal? Thank you
