Cannot get someone to write me NOC duties, but have proof

Did anyone ever succeed in getting PR but without having the supervisor to write the NOC duties? But I can provide original formal documents to prove I have accomplished the duties?

I got the employment verification letter, but without duties.

The reference letter need not be necessarily from Supervisor even your co worker can sign the document confirming you perform the duties mentioned in the reference letter.

What if I really have nothing? Do you think the IRCC will call my supervisor for information? (I know in such instance, it becomes obligatory for my supervisor to response)

If you have nothing you are leaving the fate to the officer handling your file. He can ask ADR additional document request or call your employer to verify or just outright reject your application
