The only document I need to finish my express entry application is the police certificate from my home country, Venezuela.
There are so many problems in my country right now I have been waiting for my police certificate for weeks now and I don't think I will ever get it.
I have the certificate from the RCMP though.

Is there anything I can do?
 
If you're about to run out of your 60 day window try submitting with any proof you have applied and an LOE. Submit the police certificate as soon as you get it via a CSE

Case Specific Enquiry - it's a way of submitting documents after your application has been sent.

Case specific enquiry. Don't submit your application until the 60day window is almost up. If you haven't had the police check by then send the proof you had that you tried to get one and write a letter to them.

Once you got your police check you send it via a CSE

Even after proving that you did your best, it is not necessary that the case officer should buy the argument, they can still reject the application. It depends on the case officer. As far as I know, there are only some countries where you can submit PC post submission of eAPR, for example FBI PC etc. Unless and until CIC has clear guidelines for Venezuela, would suggest to submit eAPR only once you have the PC. So you may have to decline this ITA and wait for the next one, in case you do not get your PC in time for submission.
 
is this still the same issue right now for Venezuela police certificate? I've been hunting for this answer for months and I've been married for almost two years with my Venezuelan wife. My lawyer said I do need the official copy of the police certificate but how the heck can my wife get that if she lives in Margarita Island and police certificate is issued in one of the most dangerous cities in the world. Shouldnt CIC also know this? They provide the link and instructions to optain the police certificate but it take weeks? like come on.
