I somehow feel that there is not enough people in the pool with scores above 450 and if they have to use a know cut off, they may end up with more persons receiving ITA than they want. So I guess they are waiting on the pool to build up. Based on the spreadsheet info, quite a number of persons are between 400-450

I agree with you, I can't find any other explanation than CIC expected the CRS to be a lot higher than it actually is, so they don't want to keep up a high ITA number and compromise the cut off scores.

Delaying a draw gives them a chance to sen ITAs to newly submitted high CRS applications (basically ones with PN or LMIA)..

This is affecting the applicants with high scores who can't be invited yet because they wouldn't send out enough invitations.

IMHO of course.

My guess is that they realized that some sort of glitch was going on in the system, regarding people's uploaded documents not showing up in the system, etc...

They are probably working around a fix for that before issuing more ITAs and risking having the same issue happening to more and more candidates.

(all speculations though)

Besides, I have seen a very small amount of people actually receiving the PPR, which makes me think that they might want to speed up the current applications to a level that they won't have a huge amount of apps under the initial eligibility review stage. So they can issue more ITAs and keep the whole process moving smooth. But again, that is just my guess ::)
