If a US citizen who resides in the US, has a Canadian immigrant visa on their passport and want to cancel that visa and obtain a refund of the landing fee (approval letter from Canadian consulate claims that is refundable if applicant never lands in Canada), must they do so at a Consulate? Or may they do so at the border while visiting Canada and claiming "tourism" status?
 
You won't get a refund if the visa has already been issued.
 
I am not so sure this is true.

With the return of the passport and Canadian immigrant visa, there was a letter that the landing fee is refundable if landing does not happen.

But the thing is, what if a "visit" to Canada is necessary before the immigrant visa expires, how can the visa be canceled?

The OP is probably referring to the RPRF ($490) If s/he has never used the visa then it can be returned with the passport to the issuing office for cancellation and a refund requested. It can't be done at the border.
