I plan to visit Canada on vacation at the same time engage myself in a short course at a language school program that will span through 2 months
My question now is, which of my 2 proposed reasons to visit Canada should be my primary purpose of visiting Canada?
Should I indicate vacation as my primary intention or attending language school

Generally short language courses are seen as a bad purpose to visit Canada...what's wrong with a language course in your country? I hope you haven't paid for it yet.

To get approved for a TRV, you must prove that you will leave Canada at the end of your visit, meaning show as many ties to your home country as possible.

Your purpose(s) to visit Canada aren't as important as your reasons to leave Canada.
