I plan to get to Canada sometime this June; obtain the PR, SIN and Drivers License.
1. Do I have to file Canada tax returns every year since.?
2. Can I purchase an under construction property and should this be disclosed/Taxable in my yearly tax returns.
3. Does it mean that if I have a SIN card, I am liable to pay TAX ?
4. There are conflicting rules for getting Canadian citizenship. There is duration of stay AND tax returns filed for all those years.

MY plan is to land and get these documents done and return after 2 years permanently and apply for citizenship.

1) Depends ... we need more information...
2) Yes you can purchase an under construction property. Whether or not this be disclosed / taxable, will depend on a number of factors
3) No, you can be liable to pay tax even if you don't have a Social insurance number. You can get a temporary tax number if you don't have SIN. Furthermore, they don't issue SIN card anymore.
4) What conflicting rules?
