Canadian Spouse and Immmigration Forms

Hi Everyone:

I have asked this earlier and got no response.

I am applying for PR and in the imm008 forms for example, it is asking me "how many family members are in this application?". My wife is Canadian. So in the application is it only me, however, I will probably be filling out her information in the spousal spaces as well correct?
How would I go about addressing questions like these in the application?

Correct, fill out information in the 'Spouse' section. Ensure that you do not include her as a 'Secondary applicant' in the EE profile. Complete her other details though in the Imm008 form.

Would she be classified as a dependant, even if she is not immigrating?
Also, it states in the dependants section "You must include your spouse or common-law partner, if applicable, and all of your dependent children, and those of your spouse or common-law partner, who are not alreay permanent residents or citizens of Canada": do you guys read this as saying if your spouse is a permanent resident or citizen, do not include her in this section? This really confuses me.

also, the other forms, "background declaration, etc" would she fill out a copy if it asks for the spouse to fill out a copy, or is that only for spouses who will be applying for PR?
