Unless you are a Canadian Citizen you cannot have a Canadian passport. All COPR is a permanent residency which can be exchanged for a PR card after you have landed. I believe once you have lived in Canada 3 full years you can then apply for citizenship and a Canadian passport.
COPR - Confirmation of Permanent Resident does not eligible you to apply for Canadian Passport.After you get your COPR you have to live in Canada for 1095 days over a period of last four years from the date of your application, then only you will be eligible to apply for Citizenship.
1,095 days out of the last 4 years is the required physical residency period to become eligible for citizenship. When you complete the citizenship test, take the oath and become a citizen, you may then apply for a Canadian passport.
