My mother was born in Canada and still is a Canadian citizen, she just lives in the U.S. with a green card. My father is from the U.S., and my sister and I were both born in the U.S.
Are my sister and I considered citizens of Canada as well as the U.S. through our mother? I've heard some things about this but I wasn't sure and thought I'd check here.
 
Yes. You and your sibling are Canadian by Descent. You can both submit an application for citizenship certificate. (proof of citizenship).
