Canadian Immigration in "New Express Entry"

Hi,

Can someone help me with the below queries?

1. My husband is the primary applicant. Is still my ielts score and ECA is mandatory?
2. Is there any option for both of us to apply as Primary applicant, so that whoever gets first the other can go along as dependent?
3. My husband's Ietls score is 6. Do he have to take up the test once again for a better score?
4. If I go as his dependent can I also work in Canada?
5. Hits to improve our total score for the express entry
