My parents are Canadian, based in Singapore and are looking to travel back to Canada for a few months. But due to my mothers health, she would need to travel with her helper that is employed by her in Singapore. Does anyone know which visa the helper should apply for so that she can travel with my parents to Canada for those few months? We had previously applied for a temporary resident visa but it was rejected.

You need to apply for a LMIA and then apply for a closed work permit. You have to post the job in Canada and then prove no one can do the job. You pay $1k and file for the LMIA. You will need a business number and pay the Canadian wage for your region. Then apply for a closed work permit.
The helper cannot work in Canada on a TRV.
The big issue is that she would be working in Canada. Your best option is to hire someone locally while your mother is visiting you in Canada.
