Hi,

I have a question. I had received Canadian PR under the category CEC in the year May 2015. I am planning to apply for PR afresh as I do not qualify the minimum residence obligatory requirements. As my Canadian experience is not "within" last 36 months ( I have Canadian experience in 2011-12), will I not be able to apply under CEC again?
 
1. If IRCC haven't officially revoked your status, you are still a PR. You need to first file an application to voluntarily renounce your PR status before you can do anything else.
2. No you are not qualified for CEC, but you can use that experience to apply under FSW
