i just submitted my profile for the express entry and i have 485 points.Can i get my police clearence and fingerprint before even Getting the invitation to apply in the next coming draw?

There are a lot more factors which go towards the CRS score, your age, qualifications, etc.. Enter your details here http://www.cic.gc.ca/english/immigrate/skilled/crs-tool.asp You then need to assess if you are likely to get an invitation to apply for permanent residency. Details of past draws for EE can be found here http://www.cic.gc.ca/english/express-entry/past-rounds.asp . The last draw was at 458 points which was disappointing for many applicants as most previous rounds in 2017 had been in the 430 - 445 point range, these draws are mostly every two weeks but that is not guaranteed. If you think there is a good chance of an ITA then you can create an online account and create an EE profile. You have obviously started to gather information but in addition to IELTS you will need medical examination, independant academic qualification verification, police checks and the PR application costs C$1040 at the moment. Improving your language scores would be a good way to improve your CRS points.

It depends on the EE type that you are applying for. If CEC you need minimum CLB 7 or IELTS 6 in all 4 tests if NOC / A. Have a look here http://www.cic.gc.ca/english/immigrate/skilled/language.asp
