Canadian degree completed but not certificate awarded

I have created EE profile in CEC. My husband just finished his PhD from a Canadian University. He got the official degree completion letter from the university after submission of his thesis. So can I claim points for his degree? If so what I suppose to check in the EE profile? I would appreciate if anyone could clarify.
