Canada Visitor Visa while on B2 COS in USA

My F1 visa got expired in May 2021 and my STEM OPT got completed in July 2021. I am staying in US because I applied for B2 before my status got expired but is not approved yet and is still in processing. Is it possible to apply for Canada visitor visa right now while I have limbo status in US. Any help is appreciated. Thank you.

You can apply but it will be difficult to get approved given your status in the US.

Yes because you don’t have permanent ties to the US and minimal ties to your home country. You should certainly apply but have a plan B in case you are denied.
