Hi everyone,

I’m looking for some advice on how to strengthen my Canada visitor visa (TRV) application after being refused twice.

In my first application, which was submitted through an agent, the biometric fee was unfortunately not paid because the agent failed to select the biometric fee option. As a result, the application was refused.

For my second application, I submitted everything on my own, making sure to pay the biometric fee and include all necessary supporting documents. Since the first application was submitted through the agent’s IRCC portal, I had to create a new IRCC account for the second submission — but I made sure to enter my correct UCI number from the earlier application.

Despite this, I was refused again under IRPR 179(b), with the officer stating they were not satisfied I would leave Canada at the end of my stay and that the purpose of my visit was not consistent with a temporary stay.

I’m a homemaker residing in Dubai for over 28 years with my husband, who works as a Sales Manager. I applied for the visa to visit my daughter who lives and works in Canada, and I planned to stay for just two weeks.

To demonstrate strong ties and financial stability, I submitted:
  • My UAE bank statements
  • Fixed deposit certificates
  • My husband’s bank statements
  • The sale deed of our jointly owned property in Dubai
  • Proof of residency (tenancy agreement, Emirates ID)
  • My daughter’s employment letter and address details
  • Invitation letter from my daughter
I’ve visited Canada twice before and returned on time both times. Although I’m a homemaker, I have accumulated a lot of funds over the years through personal savings and financial investments. Plus, I’ve shown sale deed of property here in Dubai and property in India

No sense in reapplying because IRCC will see you as desperate to come to Canada.

Ties to return - see no ties to return,
Daughter - she is in Canada and her employment letter is not relevant. If PR, then look at supervisa
Citizenship - don't live in country of citizenship

But what is the solution then? My daughter is there on PGWP and she’s working full time. And I wish to visit her because she can’t come here often.

Also I mentioned that I plan to visit her in June. I didn’t provide flight ticket details as I was planning to book after the visa comes but I did provide a travel itinerary. Could that maybe be the reason? Because it’s already May now and I mentioned that I will travel in June

Travel dates are not the reason. Order GCMS notes & address reasons for refusal

You will need to show how your ties are with the country you are living in. If you are a homemaker then the ties are less strong . Also drafting a letter of explanation would be nice too to explain the reason of refusals to the officer

I’m in similar situation. Applied for my mum as I’m expecting and she has been refused twice. She’s self employed (owns her own business and employs about 7 people).
We included her assets (landed properties, company documents; MOU,) included company account and personal account (equivalent of 80-90k CAD) proof of return using her company plus other activities she’s involved in. We drafted a letter to support and explain after the first rejection but I’m not sure what went wrong.

She still got rejected I feel defeated and I don’t want to sound desperate. Included my PR Card and proof of employment from my end. What would you advise we do at this point? The reason for rejection was the popular not convinced she’ll leave after her stay and her financial status which is surprising.

Why not supervisa? What were reasons for refusal? How long was visit? Has she applied twice within a few months? Is so wait at least 6 months or IRCC sees it as desperation. Then just say she is meeting grandchild

Will probably have to try that, she’s not a fan of travel so we just thought to do the visitor visa plus less requirements. The reason for refusal in the letter is below;

I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 179(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/section-179.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors:

Your assets and financial situation are insufficient to support the stated purpose of travel for yourself (and any accompanying family member(s), if applicable).

Planned length of visit was 3 months, August - October.

Yes she applied twice within few months; first in February and second after the rejection of the first in April.

We will do the wait and apply again as you’ve suggested. I’m going to request ATIP just to see officers notes. Thank you for responding within short time.

Ask for a 2 week visit as 3 months shows no ties to return. Only cash in personal accounts is considered.

Did you order GCMS notes? The length of the visit is problematic since it basically cancels out many of her ties like having a business. What exactly did you say in your invitation letter? When pregnancy is involved many often mention things like caring for the baby, cooking/cleaning, etc. when the reason for the visit should be limited to emotional support and/or meeting your grandchild. How did you get PR? Why is your mother citizenship and does she live in her home country? Do you have other siblings and if so where do they live? Assume your mother isn’t married or in a common law relationship and your mother doesn’t have any children under 22.

Is the account all personal funds and does she have a separate business account? Is it liquid cash?
Yes it’s all liquid cash in her personal bank account. We then added her business account and stated the balance as well. That had more than what was in her personal bank account. Because we generated statement from the head office; she has 3 branches

i just ordered gcms notes this morning because the the response came last night. My invitation letter was to invite her to help out with the baby has we currently also have a toddler who she also hasn’t met since he was just about 6 months old when we went back to our home country.

I got my PR through the federal express entry route in 2022. We are originally from Nigeria and my mother lives in Nigeria where she operates her business. I’ve 4 other siblings 2 in Nigeria and 2 in India studying none of which are below 22 years of age. My mother is a widow as my dad passed in 2019.
