From my experience, posting how you can create Photographs in specific dimensions CIC asks for.
With your Digital Camera facing the White Background , Take the Face up to Chest , couple of Snapshots
Adjust to Show face to chest with Paintbrush / Photo /JPG Editor
Go to Epassportphoto.com ( If you have soft copy already you are far ahead skip last few steps) and choose Canada and phototype
Adjust the Box/window to fit between chin and Crown and In the next steps - SELECT SKIP / no where it will allow you to download the pic in 4*6 format.
From that Point on , it going to cost only 20 to 25 Cents a copy! ..
I had big challenge when I went across several places in USA, and no one seems to do this format .. Hope this helps!
