canada visa and academic eligibility

I am SandeepSingh ,a graduate student.
I want go canada for post-graduation program

My bechalor's aggregate is 57% and IELTS score is 6.5 (no less than 6) ,

but I have too many backlogs (20+).
Can I get visa with it?
