hello I am sri lankan but now living at france i am applying refugee in 2011 at france but rejected. and i got work visa in 2017 now I have one year temporary visa . if i come with canada viste visa canada and can i apply asylum?

Doubtful you could ever get a TRV to Canada approved due to your failed refugee claim.
Also even if you did make it to Canada it's doubtful you would get a successful asylum claim since you were already rejected from France.
 
Having already applied for asylum in France and being rejected, an application in Canada would probably fail as well. And with an asylum claim, the chances of getting a TRV to come to Canada are pretty much zero.

You tried to claim asylum in France already. So IRCC will think you'll just try to claim asylum again when you get to Canada (and they would be right) so on that basis alone would deny the TRV. Your sister being in Canada is another tie to Canada, and that makes your chances even worse.

There is no harm in applying though. Just be prepared that it will be rejected.

If your sister is in Canada you can always try to claim asylum at USA/Canada land border, although chances of getting a US visa is probably also close to zero for same reason.

And as mentioned, since you've already had a refuge claim denied by France even if you did make it to Canada odds would not be good for a refugee claim here.

I agree the chances of a TRV being approved are very low. However you can certainly try.

Make sure you declare the failed refugee claim in your TRV application, otherwise you'll end up with a refusal for misrepresentation and almost certainly a 5 year ban from Canada.

To be approved for a TRV, you'll want to show very strong ties to your home country / country of residence (i.e. employment, property ownership, assets). This will be more difficult for you to do given the refugee claim and the fact you only have a 1 year residency visa.

But again - you can certainly apply. No harm in trying.
