Do i need to write ielts again and pay gic for my extension of visa ?

But it is asking for proof of financial..what is that exactly if it is not gic

Proof of financial can be a bank statement showing enough fund. You don't need to order another GIC since you have been to Canada. But, you can order GIC if you want to be on the safe side.

I believe you should be exempt from IELTS since you have taken classes in Canada and you have been to Canada from more than a year. So, you already have sufficient English proficiency.

I applied on Sept 25 and I haven’t heard anything from them so far!

Add 100 days to your application date.

You should hear from them around Jan 3rd 2020 or earlier or even later.
Have patience.
