Canada Study Permit Rejection...Kindly need help to review my application.

This is the best suggestion. Move to a university and specifically to another Master's or PhD course. Anything less than that won't genuinely show a career/education progression.
As others suggested move to a university as u have already got ur masters.. but if u can convince VO by ur SOP then it's ok..

It's pretty obvious from the application and why it made sense for them to reject -
1. You have Masters degree and applying for certificate course
2. You have 4+ years experience in the same domain and still applying for certificate course (basic compared to masters degree here in canada) which would most likely cover all the subjects you already studied and have experience (there is no value add in your knowledge)
Suggestions -
1. Mention some courses which are new and you would like to expand your knowledge in it
2. Mention the gaps you felt while at the job which will be covered by this certificate course.
3. If possible, get a better course as its quite obvious why you are applying for study permit and it doesn't look like study is the main motivation here.
