Canada PR visa free travel

One question that I had was on transit visa for South Korea. Does an Indian citizen who's a PR card holder and is flying from India to Canada with 24 hour layover leave the airport in South Korea? I'm looking for answers please help. I am finding it very hard to interpret this transit visa requirements:

I've used the Korean government's visa navigator and located the following information for Indian passport holders:

1) Transit Tourists Travelling to a Third Country
- You transit through Korea on your way to the United States, Canada, Australia, and New Zealand and hold a valid visa (including re-entry permit) issued by the aforementioned countries.
- You transit through Korea on your way to a third country or the country of nationality via direct flight from the United States, Canada, Australia, and New Zealand to Korea after legally staying in these respective countries.

However it also mentioned the policy was temporarily suspended due to COVID. Don't know it's lifted or not or maybe they just haven't update the website yet. I'll leave the googling to you!
