Canada PR Inside canada application for wife on visitor visa

Hi, My wife is coming to canada on a visitor visa and plan to stay here for 3 months.
I am a canda PR. Can I apply for her PR spousal visa as an In-canada candidate? Is this legitimate?

Also can I apply for her open work permit? will she qualify for this???

Please note: she is only here for 3 months and I don't know the processing times....Will she have to be here for the entire process???

If you apply inland she will need to stay residing in Canada during entire application processing (2+ years).

If she intends to leave, she must submit an OUTLAND application. You can still submit an outland application while being in Canada as a visitor.

Open work permits are for inland applications only.

if your wife applies outland, she will not receive an open work permit.

If your wife intends to leave Canada in the next two years, you are best advised to do an outland application.

As others have mentioned the work permit is only for in-land applicants and she has to remain in Canada for the entire duration of the In-land application. NDVO is currently taking 8-9 months for standard applicants and some taking the full 17 months if there is an interview so the best course of action is to apply outland with her waiting out the processing time in India or in Canada if she can get another visit visa.
