NO, again, Canada has no lottery.

Canada has a points-based immigration system called Express Entry where those with the highest number of points are selected. This is not a lottery. It's a system where the people who have the highest score are selected. You can read about this here:

Thanks for replies. How many times can one apply through Express entry? If one couldn't meet up with high score, can one reapply through Express entry again and again until he get a good score?

You apply once a year. You don’t apply again and again to get a good score. You have one or you don’t. To get a high score you need educaiton assessments (want a masters or two or more degrees) and IELTS with a minimum of CLB 7 to submit a profile. Use the link above.
