We know that you don't have to provide Canadian PCC if you are in Canada but the tooltip says, if it is required CIC will ask for it.

Is it a good idea to apply for a Canadian PCC and send it along with the other PCC to prevent any possible delays?

Does anyone know if they actually ever ask to submit Canadian PCC because I think they already have access to all records.

Sometimes they ask for it, but not too often. I think it's unnecessary to send it without a request. If they request it and you are clear, you should have it in 3 days according to the link. So, not a big delay in the PR process.

They will ask you, if you have a very common name, e.g. "John Smith", and someone with that name has a criminal record. In that case, they will ask you to perform a fingerprint RCMP check, to check whether you are that particular John Smith with criminal record, or not.
