I think you should apply. I don't think CIC discriminates against disabilities. That will be a huge public relation issue if they did. I don't that they want that on their hands ever.

You may go through this document. By default patients with hearing loss are classified as grade B. If you don't have excessive medical expenses due to hearing impairment, then it should not be an issue. But not sure, decision for grade B are taken on case to case basis.

In general it is quite difficult to qualify for PR from abroad unless you work in certain fields or are fluent in French. Why you are deaf (is it part of an ongoing disease process) and whether you need special medical aides will factor into whether you will pass medical inadmissibility. That said although Canada is more accepting of disabled people it can still be very difficult to find employment in Canada as a disabled person.
