Canada express entry rejected due to PCC

My husband and I lived in Ireland for 1 year for our masters, and then decided to go to Canada, after he got a job offer in Canada. So we got our PCC upfront, even before leaving Ireland (we got our PCC on Jan 2019, but left Ireland by Feb 2019).

Now our express entry application got rejected because of this one month gap. The problem here is we got picked for Ontario provisional nomination and got selected.

If we reapply for express entry, we will get a new application number and the Ontario nomination cannot be supporting our application. We will again end up in the pool, and our scores are not meeting the requirements now.

Any ideas on how to reopen the same application? Or incorporate the provisional nomination in our new application ?

Any leads would be very much appreciated.

The PCC must be issued after your departure. I do not believe IRCC will reopen your case. But once you create a new profile, you need to send an email to Ontario (OINP) and inform them that your visa application was cancelled due to that error and you will correct with new application. Give them both the old profile number (EE number) and new profile number (EE number) and ask them to transfer the OINP points to the new profile.

I believe OINP nomination is valid for 6 months.
