Yes, you can visit Canada while your PR application is being processed. This is called "DUAL INTENT". You have to show solid proofs that: 1) You will return to your homecountry after the specified period of stay in Canada. 2) Show proof of family and property ties. 3) Show proofs of your current job in your homecountry and that you shall return back to join the same. If the VO is not satisfied that you would return back home, your Visitor visa will be cancelled. Mitali
