WRONG. you have valid temporary worker status when you are on implied status. But it is difficult to explain this to a Service Canada worker who has little experience with this.
That means when you become a permanent reident after implied status, you are a " new " resident.
No, that is not true, your status changes from temporary resident to permanent resident.
Therefore you get the three months waiting time again.

I too struggled to renew my OHIP card after a period on implied status. Initially, I was not able to get my new OHIP card in the office, but had to contact a supervisor, who approved it. The second time I had to do it, all the staff understood about implied status, then no problem.
If you don't realize that you have valid temporary status when you are on implied status, then you won't be able to convince OHIP either.
On the other hand, for some reason a lot of people mistakenly believe they are on implied status if they have a PR application pending, which is not true. You are only on implied status if you apply to renew a work/visitor/study permit before the old one expires.
