Not unless it is your child or spouse. If a visitor paid for their treatment they may be able to claim the expenses on their taxes in their home country. If visitors need medical care it is genuinely viewed as the risk of travel. Assume you purchased travel medical insurance and this was for routine procedures. If not you should purchase private insurance to hopefully protect your guest from large bills.
