Can you apply for BOWP without AOR?

Hello, my express entry profile is in and I'm hoping to receive an invitation soon as we have 481 points. Our visa expires on June 27th and need to apply for a BOWP asap. Also seen you cannot apply for BOWP via post after June 4th so we will have to apply online. My question is can we apply for a BOWP without and AOR? We could create a case specific enquiry after we get AOR to try attach to BOWP application. Has anyone seen this done before? Any recommendations appreciated!
