Can where you apply affect the outcome of your PR application?

Hi everyone!

I am a Cameroonian citizen, with an ITA via Express Entry. I'm wondering if my PR application will be more successful if I apply in Spain or back in my home country Cameroon...

The thing is, I have had negative visa applications in Cameroon before (applying for a studies visa at the German embassy in Cameroon was a waking nightmare full of very rude and unhelpful fellow cameroonians aiming to trip you up).

So my question is - has anybody applied for PR from Cameroon or Spain before? what was your experience? And can where you apply affect the final outcome?
